Five Elements. Every site is read across five lenses. They are independent enough to disagree and joint enough to triangulate.
- Purpose · why the work exists; the strategic anchor and accountable officer
- Place · the geography that has to absorb the change (a town, a corridor, a coastline)
- Habitat · the ecological and infrastructural context in which the work lands
- Environment · the regulatory, economic, and political weather around the site
- Organisation · the actual partners, governance, and contracting that move money
Five-point disclosability scorecard. The thing a board can read at a glance.
- Footprint named and operational (the INT(s) exist)
- Multi-disciplinary team convened with named partners
- Pooled BCF moving real money (not just intent)
- Evidence published or in flight (case study, outcome book)
- Accountable officer named in writing
Three sites are at full marks today. Most sit at three out of five. The whole field is moving.
